Garcia served as mayor of Long Beach, California, from 2014 to 2022. Before becoming mayor, Garcia served on the Long Beach City Council from 2009 to 2014, representing District 1. During his last two years on the city council, he served as vice-mayor.

Robert Garcia was born in Lima, Peru. Garcia earned a B.A. in communication studies from California State University at Long Beach, an M.A. in communication management from the University of Southern California, and an Ed.D. in higher education from California State University at Long Beach. His career experience includes working as a professor of public policy and communications at the University of Southern California, California State University at Long Beach, and Long Beach City College.
